    why can I only buy this game with Half life 2?

    And is it usk 18 because of Half life

    From what I understand you can download it stand-alone.

    To purchase it from a store it's part of a collection of games called The Orange Box.

    As to a rating, I've no idea. I never pay attention to ratings.
